Overview
Austria has a liberalized telecommunications market with full number portability. Regulation is handled by RTR (Austrian Regulatory Authority for Broadcasting and Telecommunications) in cooperation with TKK (Telekom-Control-Kommission).
Regulatory authority
RTR — Rundfunk und Telekom Regulierungs-GmbH
Responsible for the Austrian numbering plan, management of numbering resources, and oversight of porting regulations.
Legal basis: Telecommunications Act 2021 (TKG 2021), which transposes the EU EECC (European Electronic Communications Code) into Austrian law.
Number portability
Number portability has been available in Austria since 2004 for both fixed-line and mobile. Customers have the right to keep their phone number when switching providers.
Key facts
- Fixed-line porting: Yes, fully supported
- Mobile porting: Not currently offered by Virtual-Call
- Porting duration: Maximum 1 business day (EU requirement). In practice, fixed-line often takes 5–10 business days
- Cost: The losing provider may not charge the customer a porting fee
- Individual numbers and blocks: Both can be ported
Required documents
- Porting authorization — Written authorization from the number holder
- Current invoice — Proof of number ownership
- Copy of ID — ID card or passport
- For business customers: Commercial register extract (Firmenbuchauszug)
Important notes
Important: Do not cancel your existing contract before the porting is complete. Under TKG 2021, the losing provider must keep the number available for at least one month after contract end — we nevertheless recommend initiating the porting before cancellation.
- Austria uses an open numbering plan — area code length varies by region.
- Geographic numbers can be used independently of location with VoIP.
Number types in Austria
- Geographic numbers (+43 x/xx/xxx) — Local area numbers (e.g., 01 Vienna, 0316 Graz, 0512 Innsbruck). Available from Virtual-Call in major area codes.
- Mobile numbers (+43 6xx) — Not currently supported by Virtual-Call.
- Toll-free numbers (0800) — Free service numbers.
- Premium-rate numbers (0900/0930/0931) — Paid service numbers, regulated by RTR.
