Overview
In Brazil, telephone number allocation and usage are regulated by ANATEL (Agência Nacional de Telecomunicações). Virtual-Call offers Brazilian customers local landline numbers (DID) in various area codes. This article explains the regulatory requirements and the ordering process.
Regulatory Authority
ANATEL is Brazil's national telecommunications regulatory authority. It governs the allocation of telephone numbers, the licensing of telecommunications providers, and the technical standards for telephony services.

Requirements for Number Provisioning
The following requirements apply for provisioning Brazilian phone numbers:
- Proof of Brazilian address — Companies must provide proof of a business location in Brazil (e.g., CNPJ registration or commercial register extract).
- CNPJ or CPF — For companies, the CNPJ number (Cadastro Nacional da Pessoa Jurídica) is required. Individuals may alternatively provide a CPF number (Cadastro de Pessoas Físicas).
- Authorization letter — Depending on the number type, an authorization letter from the end customer may be required.
Porting Existing Numbers
Porting existing Brazilian landline numbers to Virtual-Call is generally possible. Processing time is typically 5–15 business days, depending on the releasing provider and region.
The following documents are required for porting:
- Current phone bill from the existing provider
- CNPJ or CPF document of the number holder
- Signed porting form (provided by Virtual-Call)
- Power of attorney, if the applicant is not the number owner
Note: Porting of mobile numbers is not offered by Virtual-Call.
Area Codes and Regions
Brazilian landline numbers use two-digit area codes (DDD — Discagem Direta a Distância). Virtual-Call offers numbers in the major economic regions, including:
- 11 — São Paulo (metropolitan area)
- 21 — Rio de Janeiro
- 31 — Belo Horizonte
- 41 — Curitiba
- 51 — Porto Alegre
- 61 — Brasília
- 71 — Salvador
- 81 — Recife

Special Notes
- Brazilian phone numbers are subject to local ANATEL regulations. Numbers may be reclaimed after prolonged inactivity.
- For international calls to Brazil, dial the country code +55 followed by the area code and phone number.
- Emergency numbers (190 Police, 192 Ambulance, 193 Fire) cannot be reached via VoIP services. Ensure alternative access to emergency services is available.
